No, I wouldn't do that. The board can be damaged. It would be more practical and safer to have external power. If you plan to place the fan inside the unit the external wire can easily pass through the side vents.
Also, it would be safer to use laptop 2.5" HDD inside the Elektron (like me) as it does NOT get hot, and at the same time leaves sufficient space for air circulation as opposed to 3.5" desktop HDD.
I have placed Magic Notebook Idea Cooling fan on top on the 2.5" HDD inside the unit, facing the right side vents. It is designed to blow out the hot air, so it works quote efficiently.
