Really, as i know, just APPLE TV can support it. How does it realize this function? Is android system supported well in sigma 8671 chipset? Will it be same with android on realtek 1186 chipset??

First of all, it's understandable that you're questioning the possibility of Airplay features implemented on non-Apple devices, because Airplay is a proprietary thing, part of Apple's iOS eco-system.I also didn't believe it until i've tested this feature personally. it's no different from Apple TV. you can stream any screen from your iOS devices. As to android performance, i have to admit it won't be as good as an android phone.

as I know Sigma design 8671 used the MIPS CPU, so I don't think the android system will be good

If my memory serves me right, the first ICS Android tablet is the MIPS-based NOVO 7, which is a popular device in China. Though it's a given that there are not as many apps for MIPS-based device, most of daily apps can run without problem.
